This means that the file has been saved with LyX 2.4, hence LyX 2.3.2
cannot open it.

If you want to stick with the 2.3 series, try to install LyX 2.3.8.
This is the last release in the 2.3.x series and as such it is able to
open documents saved with LyX 2.4.
