Allow enumerate environment to be inserted inside an environment I define

Oh, I see. You want nothing but emumerate inside the box.

LyX is not great at this kind of thing. The solution is either to use 
KeepEmpty, so you can have an empty line, or put something like a blank 
ERT there, as you said. Or what JMarc said.
