Upgrade 2.3->2.4 on MS-Windows

On the Mac (Silicon and Intel) I have updated between hours and weeks
after a new (proper) version came out and can not recall any issues.

I have kept the older config directory, ie (last)

   ~/Library/Application Support/LyX.2.3

for a little while so I could transfer the Layouts (Modules) from one to
the other but then usually just removed.
