LyX 2.4.0 Released!

OK... the installer software on Windows suggested I should remove the old version. The "scary" part of this was whether "removing everything" in the process includes removing things that makes LyX 2.3.x work... 

Anyways, I un-installed LyX 2.4 RC4, and installed LyX 2.4. Both LyX 2.4 and LyX 2.3.7 seem to work.

On Slackware linux upgrading the existing version to a new one has no issues.
