KOMA-Script (scrbook) frontmatter issues

Re-reading the KOMA-Script manual I saw what I had missed before: "... The
header can extend to the footer and vice versa. Using this guide as an
example, the legal disclaimer was set with the help of the \uppertitleback
command."

So I changed all text to be in the \uppertitleback environment but all I get
when pdflatex compiles the document is the very last line.

Where do I learn more on how to write a page of text using only
\uppertitleback (or the footer equivalent?) How do I separate paragraphs and
space them vertically since ragged-entry and \vspace are not working as I am
using them. It's not in the manual (and I don't have a scrguideen.tex file
for it in the TL2023 tree and I don't find examples or discussion threads in
my web searches.
