pdfcomment.sty: tlmgr says it's installed, but latex document doesn't find it

that looks like a TeXLive installation with your system package manager
and not with the TeXLive manager which itself uses directories like
/user/local/texlive/2022/...

I suppose you installed TeXLive twice but only the old from the system
is used. But tlmgr puts files into another directors.
Copy the directory pdfcomment from

/user/local/texlive/2022/texmf-dist/tex/latex/pdfcomment/

into /user/share/texmf-local/tex/latex/

and run texhash again. THen it should work. However, it is not a good
idea to have both instances of TeX installed.
