Every program started by the launch service will not have this PATH setting. That’s the case when you start LyX from the Dock or Finder. You have to add /Users/tgarrett/opt/anaconda3/bin to the PATH prefix in LyX. (Perhaps /Users/tgarrett/opt/anaconda3/condabin is required too.)

Did you install the python package from python.org? Last time I’ve tested it this addition wasn’t needed.
