Hello Rich, I can compile the last lyx file without any problem and the figure has the correct size in the final pdf (attached here, it will hopefully be filtered by the list robot but you should receive it on your private address).
The problem could be in the bibliography or in the bibliography style, or in a class file you are using (since the original file is quite old).
For example the preamble of your file makes reference to \usepackage{scrlayer-scrpage}. Do you have this package installed in your current setup?
