Suggestions for custom layouts/templates creation

Thinking I'm on the right track, I'm copying text from the PDF form with
questions emphasized (to visually separate them from the filled in answers).
I'm using sections* and subsctions* to follow the agency's formatting.

Will save in ~/.lyx/templates when finished.

Recommendations still welcome!
