The command buffer should be accessible from View > Toolbars > Command 
Buffer (unless it lived in a different place back in 2.3.2), or 
alternatively using the shortcut Alt + x (unless that gets mapped to 
something else, but it's been Alt + x on my system as far back as I can 
recall).
