END-OF-FRAME, once again..

One approach:

 1. Put the cursor at the end of the frame preceding where you want to
    move the target frame and click Insert > Separated Frame Below. This
    will create a properly separated empty frame.
 2. Cut the content of the target frame and paste it into the new location.
 3. Do the same for the frame title.
 4. Eliminate the now empty frame at the target's original location
    using backspace.
