Thank you el, for that suggestion.
The solution was as Chris suggested:
\ThisCenterWallPaper{1}{path_to_wallpaper} in an ERT. I didn't
have the "This" in my ERT and therefore it produced the
wallpaper on every page of the document. Not a bad thing, but
in certain documents, just to have it on the first page was
desirable.
