Wolfgang, this file is _not_ important! You should look for a file
09-texlive.conf  in the directory /etc/fonts/conf.d/

For a correct TeXLive (CTAN) installation it should be there. If not, then
create it with the above contents.

No! Only the /etc/fonts/conf.d/09-texlive.conf
