Write in ERT: \frontispiece{
then insert the picture behind this ERT
then write in ERT: }

Alternative:

Add the following to Document > Settings > Local Layout, hit "Validate" and
"Apply":

Style Frontispiece

CopyStyle Author

LatexName frontispiece

End


Thus you get a real Frontispiece layout which you can use like all other
title layouts.
