Child documents are just LyX documents. So, you can create a child 
document by creating a new document in LyX, saving it, and including it 
into your parent document as explained in the docs.

Concerning export of child documents. Do you mean "export" as in File > 
Export? Then it just seems to work. So, probably you mean something 
else. Maybe you want to select a part of your document and make it into 
a child document? I don't think there is such a feature currently. But 
it might be worth filing an enhancement request for it. The only way to 
create a child document from part of another document is by doing the 
steps as described above and cut and paste.
