New export errors with TL19

There are 220 tests failing. As an example
	export/examples/hu/Welcome_pdf[45]_systemF
with the error message
	! You can't use `macro parameter character #' in vertical mode.
	Desc: You can't use `macro parameter character #' in vertical mode.
	Text:  \begin{document}
...

These tests pass with TL18.
