Manually:
open lyx lib/doc/he/Tutorial.lyx
export to format LyX 2.4.x
read lib/doc/he/Tutorial.24.lyx

Result is a dialog with text:"Unknown parameter name: 2"

Repeated read gives no errors, but the preview shows
"Reference undefined"
LaTeX Warning: Reference `sec:latexusers' on page 6 undefined on input line 205.
