Fwd: How to underline and color hyperlinks?

This looks like a bug to me. The user has "Use Hyperref" turned on, and
does not have "No frames around links" checked, but there are no frames
around \href links, but they are only colored. Shouldn't there be?

Something I'm struggling with for a long time now...
A (probably simple?) thing: I don't succeed in giving hyperlinks both a
color _and _underline them.
I want this, since my students often print my course material in
black&white (easier reading/studying than reading on laptop screen, and
B/W is a lot cheaper then printing in color 🙁).
This way, they sometimes don't see/notice that there is actually a
hyperlink they should click on (what they have to do starting from the
digital version of the of the text, of course 😉)
Thanks for pointing me in the right direction. I've added a MWE, so you
can see what settings I'm using.
