There are only two exceptions in the PDF output (both in LuaTeX),
  * with luabidi (i.e. polyglossia + lualatex) the side is in
correspondence with
    the paragraph direction (on the right side in LTR and on the left
side in RTL)
    with the default settings (or leqno to be precise), but I don't
know if this should serve as
    an example, as it is the only instance where equation number side
depends on the language.
    And if leqno is used then
 * LuaTeX has a bug which probably won't be fixed, \leqno does not
work properly in RTL paragraphs,
   this means that if for example hebrew is the secondary language,
the output of equation tag location
    with babel and LuaTeX is wrong (see
https://github.com/latex3/babel/issues/259), and with polyglossia
    and the `leqno` option you will get wrong output in RTL paragraphs as well.

I attached some outputs of several configurations (engine+language
package), files that also has leqno in is name
has the leqno option in the Math Options settings. In all the PDF,
Hebrew is the secondary language. IMO, the
most consistent thing to do is to determine the tag side according to
the leqno or other similar options.
