PackageOptions second string format

Hi all. A long time ago I used to have a lyx.org/trac accont (PhiliPirrip), but the site is not letting me log in any more, nor can I change my password.

A user of  .sty + .layout files I co-authored is reporting that 

Requires hyperrefPackageOptions hyperref "hyperfootnotes=false,pdfpagelabels"


is causing some troubles in LyX 2.4, and I see why - there should be no double quotation marks in the second string there.
Is this intentional? This has been working for many years. I cannot find anything about the wanted format in LyX documentation, though I believe I modeled it by, for example, 
Other                 "aps,manuscript"in revtex4.layout 


Also, the "Requires hyperref" line somehow becomes 

\usepackage[]

 {hyperref}

(two lines), though I don't think that's big of a problem.
