Aha, now I got it, this is to make international keyboards work.
I tested with czech and ~S is still needed, with C-2 is does not
work anymore.

Unf. this also mean that Riki's solution will break that.
Another option would be to declare twice, e.g.

\bind "C-S-1"          "bookmark-goto 1"
\bind "C-1"          "bookmark-goto 1"
