If I understand correctly, Udi suggested an additional change, which was
replacing

  \addto\shorthandsspanish{\spanishdeactivate{~<>}}

with:

  \addto\shorthandsspanish{\spanishdeactivate{~}}

I don't understand any of this, so if that additional change makes
sense, please commit.
