What is missing for LyX 2.4?

I'm open to managing the release, or not managing it. And by "managing it", I really mean "asking other people to do the work" :)
Whatever Riki prefers is fine with me.

Also going through tickets with 'patch' keyword. I think there are some patches that should go in and just need some feedback.
