Include Python3 in the Windows installer

LyX would still just be 65 MB to download, while the smallest MikTeX
download is 130 MB for Windows (https://miktex.org/download#win). I don't
know how large TeX Live is: the installer is 25 MB to download, just as
much as a TinyTeX (https://github.com/rstudio/tinytex-releases), while a
standard TeX Live installation is 1.2 GB. LyX would be much smaller than
that.
The install size isn't as important, nowadays.

For a typical Windows user, as I could see, having such windows appearing
is associated with viruses. I'm not too fond of adding a message to the
user saying that such windows are normal, they'd tend to think that LyX is
poorly coded.
