You can arrange for this. The easiest way to do it would be to replace
what's in your lib/lyx2lyx/ directory (for 2.3) with what's here:
https://git.lyx.org/?p=lyx.git;a=tree;f=lib/lyx2lyx;hb=HEAD
It's just a bunch of Python scripts. If you want an export entry, you
may have to add that manually, but if you're more looking to import,
then you don't even need to do that.
Still, we don't recommend going back and forth between versions. It's
supposed to work, but you will end up with a lot of ERT if you use new
2.4 features, and that won't be 're-imported' properly.
