~ is expanded, rather than preserved, in paths to graphics

Sometimes I need an absolute path, but I still want to use '~' since I
have different user names on different computers.

LyX lets me insert '~' and finds the file but expands the path (i.e.,
replaces '~' with '/home/scott', so the path won't work on my other
computer.

Is this by design? Would a patch that preserves '~' be considered?
