LyX: include he_cua to distribution

Hi Iddo

We plan to include your he_cua.bind file (from
http://www.ma.huji.ac.il/~sameti/tex/lyxhebrew.html) to the next
version of LyX in a modified form (see
https://www.lyx.org/trac/ticket/12052)

In order to do this, we'd need your license agreement, posted to the
LyX devel mailing list (just reply to all for this e-mail).

It needed to state that you grant distribution of your contributions to
LyX under the GPL, version 2 or any later version.
