LyX HTML export on command line runs pdflatex (via lyxpreview2bitmap.py)

When testing a (seemingly) different issue that Thibaut reported about
de Math.lyx, when I do:

  lyx -e xhtml Math.lyx

I notice that pdflatex is run, I think via lyxpreview2bitmap.py.

Is this supposed to happen?
