inset-select-all: don't select arguments on first call?

The expanding functionality of "ctrl + a" is such a convenient feature.
Consistent with this current behavior, I think it would be nice to
select everything except the inset's arguments on the first call of
inset-select-all. And then, on a second call the arguments would
additionally be selected.

This would be useful for example in beamer when I want to select only
the text and not the overlay action. Or in knitr chunks where I want to
select only the R code and not the knitr options.

Thoughts?
