Do we need Qt4 for LyX 2.4.0?

I support the increased minimum version unless other use cases are brought up.
The only thing I can think of is that I used to like to see if I could
reproduce bugs with older versions of Qt. If I can't reproduce on an
older version, then it is a signal that the bug could be a Qt-specific
bug, or that it is our Qt-related code (e.g., version guards) that needs
adapting or updating to the newer Qt version. That said, I haven't been
able to compile with Qt4 for a while and Qt 5.9.6 can already serve as
the "new old" version that I can do the above with.
