Increasing the timeout for "Let it run" prompt?

There's a few reports scattered around about finding the "Let it run"
prompt annoying or confusing. For example:

Now that we have the feature to cancel background processes, can we
increase the timeout of the "Let it run" prompt? I'm not sure we even
need the prompt now since the process can be canceled whenever the user
wants. Perhaps the prompt is helpful when the user doesn't know a
process is running (and thus doesn't realize they should cancel the
background process)?
