In 23aab19b and 40edcfe2, I've removed the parts of that file that dealt
with Qt 4. It still builds for me (without CMake's cache).

I think the file can still be simplified. I don't think that locale_dir is
used anywhere (it still builds without these lines, but I'm not sure what
it is supposed to change, hence I'm not pushing this for now).
