Hello,

The man behind our PPA is Liviu Andronic, landroni at lyx.org. He tends to 
be very busy with real life, but you can try to ask.

Last time I thought I would be able to understand PPAs, he pointed me to 
  following explanation (which unfortunately still seemed too 
complicated to me):
