Cannot put new counter inset in list preamble

And the scope of this dialog would be the next enumeration list no
matter how far off this is from the inset? So people will be surprised
to see lists increased if they accidentally insert such an inset five
chapters earlier?

I still think fixing the workarea counter for list preamble is the way
to go. This is what list preamble has been designed for.
