Cannot put new counter inset in list preamble

Thanks. It is still possible to insert these insets in literate Chunks 
(e.g. R Code) or listings, right?

We should have a notion of what an ERT inset is supposed to contain and 
act in function of that. But this is probably not 2.4 stuff. I wonder 
whether this change is needed now, actually.
