'triage' keyword

[Richard Kimberly Heck]

I'm going to start going through bugs with 2.3.x and 2.4.0 targets and
asking questions about them. I'll add the 'triage' keyword to such bugs
so we can track ones that need such attention. Once a decision has been
made on whether we want to try to fix a bug for 2.4.0 or not, the
'triage' keyword should be removed. (So, if you re-target, remove that;
if you decide we do want to try to fix it for 2.4.0, then remove it, too.)
