A clarification: open lyx files are preserved at restarting session, but not 
always in the original activity and desktop they were in.
Probably that is an issue on the kde part.
To obtain that result. the opening of lyx files as tabs must _not_ be 
checked. 
 It would be useful to manage different sets of files as tabs, that could 
stay in different plasma activities

Solved by unchecking the openings as tabs.
