The installer has the above default dictionaries already packed into it,
they can't be unselected. If I were to change that, it is not trivial to
pack files into an NSIS installer and then *not* unpack them during
installation. It is possible as I have just learned, why though IMHO? I
doubt that someone uses 70 out of 80 dicts, it is more likely that someone
needs 10 out of 80 dicts and then it is easier to just download the 10
dicts than download a larger installer and then deselect 70 of the dicts.
As for the optional dictionaries they are downloaded directly from svn
through trac, e.g.:
https://www.lyx.org/trac/export/HEAD/lyxsvn/dictionaries/trunk/dicts/de_DE.aff

Btw. Can we start a new thread for the discussion about spellcheck
defaults? it is getting messy in here :)
