Spellchecking dictionaries in LyX 2.4 installer

Hello LyX developers,

I've tried testing installer of LyX 2.4 on Windows 10 and it works 
without any problems, thanks for preparing it.

After running the installer, I have proposition to include spellchecking 
dictionaries for Russian and Portuguese by default into this installer. 
These two are among the ten most popular languages, even more popular 
than German that has dictionary installed by default (sorry, I know 
nothing about spellchecking Chinese and Hindi).

As I've checked, both dictionaries take less than 1MB disk space when 
compressed.

Or maybe add more languages (installer for LyX 2.4 now is 15 MB less 
than installer for LyX 2.3)?

What are your thoughts about this?
