default converter for EPS -> PNG is "convert" on Windows

When I install LyX on Windows, the converter for eps -> png is "convert",
while for enhanced metafile -> eps and Windows metafile -> eps is "magick".
I'm only packaging magick in the installers, so "convert" does not exist
and therefore eps/pdf preview does not work. When I run reconfigure from
the GUI, then the eps -> png converter is changed to magick and the preview
works. Is there a reason for "convert" in this converter or can we change
the default to "magick" too? Or should I be packaging both convert and
magick (which would be additional 15 MB though because of the portable
imagemagick), I'd rather not, because magick and convert are the exact same
files with different names (portable imagemagick release).
