It is not a matter of per-bufferbut of separating layout from value. 
This means that we could avoid copying the whole counters definitions in 
InsetText::updateBuffer and whatever strange xhtml thing you have been 
doing. Basically every inset or paragraph could cache its counter values 
in a reasonably compact way. I am sure we can find uses for that.
