Cross-Ref Dialog Improvement?

I have the following structure: 

Section*
Subsection*
Numbered, displayed equation
Subsection*
[LabelA]Subsection*

When I look cross-reference the subsection with LabelA gets counter
value 'Equation 1' from two subsection ahead. Is this intended?
