I do not see it as a hack. This is unused code in tex2lyx. And dummy*.cpp is exactly for
this purpose there.

The same could probably apply also to
check_(layout|ExternalTransforms|Length|ListingsCaption)
with dummy_functions.cpp.  (Used in tests)
