Hmm, this layout2layout snippet:

Do I get correctly that you want to catch stuff like:
Header          "PUBLIC "-//OASIS//DTD DocBook V4.3//EN""
(which won't work because " is not \w)
and avoid stuff like 
layouts/foils.layout:# Header definitions:
layouts/moderncv.layout:          Tooltip       "Header content"
which will be caught on contrary by the regexp?
