New export errors with TL19

Turns out, it is not enough to create ~/.config/ImageMagick/policy.xml and patch the
entries.
One has to patch also /etc/ImageMagick-6/policy.xml.
(With 'strace' I can see that both files are read, but for some reason
the entries in either file with 'rights="none"' are preferred)
