FWIW, personally, I agree with you.
What I described was the semantic versioning scheme.
In rpm, that I know well due to packaging for Fedora, allows the scheme you
suggest. E.g.
$ rpmdev-vercmp 3.0.10 3.1
3.0.10 < 3.1
