Regression while adding unnumbered chapters to ToC?

Hi Valdemaras,

For some reason, your messages the last couple of weeks went to my spam
folder.

First, thank you for testing master! That is very helpful and we don't
have many testers. I can reproduce the issue. I'm re-attaching your
2.3.x document to this email (in case your message when to the spam
folder of others as well).

A git bisect suggests that 29265ce7 changed the behavior. Günter, can
you take a look?
