Merge paragraphs of different non-Default/Plain Layouts

Whatever the first one is: section, I'm assuming.

I tend to see this when, e.g., I'm in the first entry of a list, and I
decide I don't want a list, so I hit backspace, and nothing happens. I
expect it to merge with the previous paragraph.
