lyx2lyx roundtrip test failing with BibTeX errors

The following test fails for me:

  export/templates/Articles/American_Psychological_Association_%28APA%29,_v._7_lyx22 (Failed)

To reproduce:

  lyx -e lyx22x American_Psychological_Association_%28APA%29,_v._7.lyx && lyx -e pdf2 American_Psychological_Association_%28APA%29,_v._7.22.lyx 

I get the following errors when exporting from the GUI:

  This is BibTeX, Version 0.99d (TeX Live 2020)
  Capacity: max_strings=200000, hash_size=200000, hash_prime=170003
  The top-level auxiliary file: American_Psychological_Association__28APA_29,_v._7.22.aux
  I found no \citation commands---while reading file American_Psychological_Association__28APA_29,_v._7.22.aux

  I found no \bibstyle command---while reading file American_Psychological_Association__28APA_29,_v._7.22.aux
